Under my toilet sounds like comstant running water. Toilet flushes fine. No water apparent on floor. How can a plumber get into pipe to diagnose?

Are you talking about the drain pipe or are you talking about the supply pipe that brings water to the toilet. Remove the tank lid, is water running down the overflow pipe?
