    Bathroom sink shut off valve
I want to change the taps in my bathroom, however, the valve will not open. I've tried most sprays that say they will open them but no results as yet.
    Any ideas?

Could you explain? First where are you located?

By taps I assume you mean faucet and by valve I assume you mean the stop valve under the sink. If that is correct and the present taps work, the stop valve must be open. Perhaps you mean that you cannot close them?
