    It's all Greek to me.

Although police are charged with enforcing the law, your question doesn't really have anything to do with "the law".

How do you determine success in policing, community relations, and how community feels is often how success of community policing is judged.

The issue is that there is not really any good studies of a pure community policing system.
Most are only partical at best. But often, there is an increase of arrests and increase as crimes are reported that before would go unreported, so actual crime rates as recorded increases

Have you looked at the FBI web site, on the department on community policing, some good study and information on programs
