Is it illegal for a 16 year old to shower with at 21 year old? I'm worried I might get him into trouble.

If, on the other hand, the question is whether the two of you should shower together privately one of you're a homes or simiilar situation, probably not. It appears to be a mere pretext and prelude to sexual activity. And that, depending on your jurisdiction, may very well get him into trouble.
