Hey... I live in a upstairs apartment... and the water temperature from my sinks is so freaking messed up... during the winter it takes forever to get hot water... I stand there for minutes waiting... and yet during the summer.. it takes forever to get cold water.. hot water comes out the cold side... and if its 10pm or later, forget even getting cold water at all, it's only steaming hot or luke warm... my landlord changed the sinks cartridge but that has not solved the problem... help!

You have to live with it... the reason being is the length of pipe between the outside (the cold water) and the Water Heater/boiler (the hot water) and your unit... those pipes collect or radiat heat into the surrounding walls... and you have to run the water long enough for that water that's been standing there to go through the pipes and out the faucet.

Larger houses have the same issues...

I would guess that you have a combination heating/domestic hot water boiler and a chilled water cooling system. The problem would be in the mixing valves of the system. Changing the faucets cartridges will do nothing.

Sink draws about 1.6 gal of water per minute. So if sink is upstairs, it takes some time for hot water to arrive at the sink - especially in cold weather. Luke warm water from cold water side in summer may indicate your cold water pipes are ran in the attic. Water warms up and than it takes few minutes before it empties and cold water re-fills the pipes. These are the most common problems in the South-West. Sometimes, the cold water gets so hot during the day, you can even stand under the shower. That's why we install pipe insulation on both cold and hot water to keep cold water cold and hot water hot. If you are getting "steaming hot" water from cold water side at 10 PM than that may be either malfunctioning check valve at the hot water circulating pump or cross over from recent plumbing work done anywhere in the house. Replacing cartridge would be the last thing I would looked at.
