I was picked up on a drug charge that was from 2010 after maxing out a 1 to 2 year sentence in a Pennsylvania State Correctional Facility

If you maxed out the sentence what are you hoping the s.o.l. will do for you?

What do you mean by charge and picked up? Statute of Limitations laws refer to the time between when the crime occurred and when you are charged. If you were already charged, the clock stops.

Statute of ilimitations doesn't erase prior charges from your record if that is what you are asking.

So these 2010 charges were for an offense other then the one(s) for which you were convicted and did time?
