Unless you're dating, flowers are not a good idea.
If this is the girl that has a boyfriend already, flowers really are not a good idea.
Either way, I wouldn't send flowers.
Is this a special (i.e. major) birthday?
Girls love flowers and love to get them. Perhaps a pretty, late-summer arrangement would be a nice choice -- or ask a florist for advice on this. (And remember, the florist wants to sell flowers, so be careful.) You want to say a friendly Happy Birthday to her but not make her feel uncomfortable.

I have to agree with odinn. If this girl isn't your girlfriend, don't send flowers, it's creepy. If she already has a boyfriend, you don't send anything that would lead her to believe that you're interested in her, or worse, would lead her boyfriend to believe you're interested in her.
Give her a card, keep it friendly, not romantic, and wait until she's single before you make a move.

I don't know if you are a male, or female, but regardless, if this is a friend, why not send flowers, with a card that simply says happy birthday, from your friend.
As to the kind of flowers, a nice bunch of summer flowers, inexpensive, but bright and cheerful.
I see nothing wrong with sending a close friend flowers on her birthday.
Something that makes her laugh will accomplish both your objectives of being friendly but moving towards close friendship. If it's to be delivered, small toys or neat gadgets will make your point. If you give the gift in person, something simple from childhood such as bubble blowing soap or a hula hoop might work. Cuteness is your objective with this strategy, not romance.
