    Three questions -- How old is the dog? What breed of dog? Have you taken the dog to the vet yet to check this out?

    That sounds like all of what my dog was doing when she got old and had to be put to sleep. She had had a stroke and couldn't hold her body straight, She walked in constant circles like she was chasing her tail.

    Going in circles seems like some neurological damage as from a stroke. Yes dogs can have them too.

    How old is your pet?

    Don't cause anymore stress for him by sticking his head in the water to make him drink. Time for the vet as we can't diagnose.
