I drove my car up town and shut it off went in to do some shopping came back out to leave and car won't start

Does the Check Engine Light (CEL)come on for 2 seconds and then go out, when the ignition switch is turned to ON (Position II)? During that 2 second interval can your hear the fuel pump run? If the CEL stays on, the ECM may be bad--this is fairly common on older Hondas.
