To my knowledge, it could only be a flea.

No it was not a flea or tick or lice or scabies. What is it. I took him to his vet they scraped his scin and found nothing. And feeces checked and he gets revolution put on him 2 times a month for parasites. I'm at wits end with these parasites. I'm all alone no one in medical profession takes this serious . What about the bites the itching the nervousness of when they are going to attack full time am I going to die, flying whits parasites that turn black and burrow into you're skin. They never get off me very rare this is so scarey I'm ready to give in help.

Now I'm confused, are they on you or the dog?

Black ones on her dog, white ones on her.

The black bug may have been a random little beetle that landed or fell on the dog and not a parasite or invasive creature. It probably would have gone on its way with no one knowing if you hadn't been looking for something.

Is your dog showing any other signs of being distressed or bitten by anything?

Does your vet know you are using Revolution twice a month instead once?

It would be helpful to know your general location.
