What if a father has been paying child support for years and then he decides not any more even though he has been working under the table. Can I go to court with proof he's been paying and he have to continue it despite his ss# ordeal or work situation?

Take him to court. If nothing else the Judge could make him get a real job to pay the support

Yes you can go to court, but what he has been paying you all along, if it wasn't court ordered, isn't going to matter a lot if he has lost his known source of income. You need to claim that he is making money under the table at the present time, and let the court order him to show how he survives financially, unless he's living in a shelter on absolutely nothing.
