I can get the spring and the rope to work ,but when I put it back on the weedeater and pull it it won't go back in??

Hi,
They do not always simply line up because the pawls on the flywheel interfere with the cogs on the pulley. Try holding the starter in line with where it goes and pull the rope out a bit to move the pawls and allow it to seat.
