Cutting blades won't turn on my john deer F911 how do I fix it

I have a john deer F911 front deck mower. The tension spring on the deck was just replaced and now the cutting blades won't turn when they are engaged. Is the problem with the tension spring or is it hydraulic or what please help me I am not very familiar with this machine. Thank you

Don't have the park brake on do you? Deck will not turn on with brake engaged. It will shut off upon pushing the brake pedal.
