Rescued dog pees in house

I am new to these forums... I too am having a problem with my Baby Huey peeling on the floor. It seems he does it out of spite at times. To start from the beginning... Huey is a new to our family... he is a rescue from our local shelter. He is a beautiful white Chihuahua with fawn colored spots with a little crooked grin... when I first laid eyes on him I knew he was going to be the latest addition to our family. We have two older Pugs (13 & 8 years old) along with 2 indoor cats and one outdoor cat... so we do have a house full. We spend every waking moment with our babies. Everyone in the home is disabled but we function. After bringing Huey home I began to notice things that terrified him... men in ball caps... doorways... quick movements are just to name a few. After taking him to my vet my worst thoughts and nightmares were confirmed... Baby Huey has been abused... his crooked grin is from a broken jaw. I was horrified and brought to tears. He is at least 4 years old with a heart murmur we are watching closely. It breaks my heart to think of what he has endured in his little life. The shelter advised they didn't have any back ground on him because he was abandoned... not even a name... we gave him his name. He loves to ride in a car... loves to walk on a leash is not afraid of the cane I have to use and doesn't mind a bath... he is very shy at times which I can understand but when he sees the pugs getting attention he joins in.
He is walked every hour given praise and treats... if I have to leave him to go to the store, aquatic therapy or for any other reason... he will pee on my bathroom floor... I thinking that is spite. If he is not getting constant attention... when everyone is home... he will go pee on the mud room floor... he sneaks... he knows he has done something wrong because he will too hide when it is found... he has his own crate and seems to be content sleeping in it at night. Like I said he is walked hourly... typically around 10 minutes. When I leave... my longest absence is 2 hours when at the pool 3 days a week. I have showed him and scolded him when he is caught and take him outside immediately. He is neutered. Any suggestions would be greatly appreciated. Huey has been here for 5 weeks.
