On our tub, both the hot and cold handles turn counter clockwise to open and clockwise to close. How do I correct the cold water side?

The handle turn is determined by the type of handle. Round knobs, or cross handles ( like a plus sign or an x ), open counter clockwise, and close clockwise for hot & cold; single blade ( or lever or wing) handles - the hot is still turned counter clockwise to open; the cold should open clockwise & close counter clockwise...

You have two hot water cartridges/stem assemblies there... ;)

Replace the cold water spindle/stem assembly over to a new COLD water cartridge/stem assembly and it will resolve the issue.
