I need help, with the neighbor who lives upstairs from me. She has 2 kids who constantly make noise starting after 10 pm and it last until about 3:30 am 3 to 4 times a week, what can we do, we have asked the to stop but they don't. She is not home half the time and they are 14 and 9, what do we do.

Does the older one babysit the younger one while she is out? What kind of noise? Running, loud TV, shouting, fighting, or what?

Have you talked with the landlord yet?

I had the Same problem with the oarents allowing their kids to scream and bang on the walls all night long. The landlord didn't care. We has to play the radio loud enough to drown them out or call the cops.
