    Passport
Hello, I owe arears and I was not working for a while; consequently, they put a hold on my passport. I have been working for the pass two years now and I have been paying my rears consecutively every month for the pass two years. I will like to get my passport so that I can go on vacation; something I was not able to do ever since they hold on my passport. My question is, how can I get my passport back? Is there a law preventing them from restricting my right to travel.

    It's legal.

According to Child Support Payments and Getting a U.S. Passport you must make payment arrangements with your state and they must report to the U.S. government that acceptable arrangements have been made to remove your name from the list.

If you still owe arrears, you are considered a flight risk, therefore seizure of your passport.
