In my front yard, it washes away the soil... and the water collects to my front stoop{front porch.. where the water collects, we have to step over the large puddle of water!}, need to have something to stop drainage so badly!

First the ground should be sloped away from the house... also what you can and can't do depends on exactly where this water is coming from and how the property is laid out.

You can trench and put drains to carry the water away from the house. And the yard.

Local codes might restrict or control how you do this... and maybe if you even can.

We would need pictures of the entire front yard.
Since this really isn't a DIY job, you might as well just call 3 landscape contractors (big ones, who do more than plantings) or perhaps foundation contractors, to get quotes to install drainage underground and to re-arrange the slope. Do not accept any drainage pipe arrangement that isn't wrapped with stone and landscape cloth. Plain courogated perf pipe just under the surface doesn't work.

Your current low spot must become a high spot by raising the grade. You could also dig a trench and install drain tile leading to an existing spot lower than your stoop
