Is there a time limit on how long you can wait to file a lien in NYS??

My note for my mobile was sold to another bank 10 years ago... The "New" note holder never filed with NYS to have the lien transferred to them... The original lien holder is still the "lien holder of record"... The question is by not claiming the trailer as collateral for 10 years have they lost their claim on the home??
