Is it just stuck in park?
You might have to take the steering column apart. Are you making sure the brake pedal is on as far as it will go down while you try to get it out of park?
1. Check all under dash and under hood fuses with a test light or multimeter.
2. Verify that the brake light switch is operating properly--adjust, if necessary. Spray with WD-40 if it's hanging up. Replace, if it fails continuity.
3. Check gear shift lever adjustment.
4. Check for a faulty Automatic Transmission Gear Position Switch. These switches are relatively high-wear items, especially on older vehicles. Before replacing, though, spray with WD-40 and check adjustment.
My daughter just sold her Magnum, same car, different body. Had the same problem. Seems this is a common problem with the Chargers and the Magnums. It's not under recall unless there has been a "police package" added.
This is a common problem with these cars. There is a part that wears out in the shifter. If you Google it, you will see it.
J_9 is right tough... it seems to be only certain models that fall under recall although they all seem prone to this problem.
