How can I fix the problem with recess can lite. Before I blew the inserlation in it was working fine after I blew it in, the stay on for awhile and go off for awhile. How can I fix this problem?

Drop the can out of the ceiling and remove the insulation from all around the can by at least 3". It's probably not an "in-contact" can.
Do this with all cans you insulated around.

Sounds like you are heating up the fixture and the thermal is opening.
Please read the instructions for the recess can. You are usually not allowed to place insulation within 3 or more inches from the can.
This is protecting the recess can from catching fire. You must refer to the installation instructions and do "exactly" as they require...
