I believe you would have to send the landlord an official sort of letter stating that if he doesn't get rid of the roach problem you will be going to the board of health and the magistrate. Then follow up on that.

Did you not see them during inspection ?

Have you talked to landlord about spraying and treating apartment for bugs

Have you bought any product from store to try and kill them.
