I have the water heater electric state 9 mount ago the lower element came bern I relapse that after 5 mounts aging Bern and that time
I change both element and thermostat but after 3 mount aging element come Bern ,what can I do ,any body can help my why? Also the both element are right W the lower is 4500w and the upper 3500w

Actually in water heater boy type also for upper 4500w I don't know this is resin ,but must of the time the lower comes Bern,

Please reread your post and try to present it in a more readable state. It sounds like you are asking about burned elements. What is "resin"- resistance? 4500 watts is power, not resistance.
