Yes, you can get pregnant. If you want to reduce the chances of pregnancy, you should be using multiple forms of birth control. As you just learned, condoms have a high failure rate.
Any time there is penile insertion there is the risk of pregnancy. You can reduce the risk but not eliminate them. Even if it hadn't come off you could still get pregnant. Having it come off, increases the risk. So yes, if this happened recently enough, I would take the so-called morning after pill. Though that still doesn't eliminate the possibility you will become pregnant.
