    Seal for off set flange
So is there a seal for an off set flange?

You posted under "other "but I'll take a guess you are talking about a toilet. What are you attempting? Have you removed the old flange? There is no seal per se. You cut the old flange off, increase floor opening size and cement or use an insert type flange. Normal wax ring is used.

Between the toilet and the flange? That would be the wax ring

Place the wax seal on the horn of the toilet bowl and installed the toilet in the usual way.
    Good luck, Tom
