    Thrown Circuit Breakers
Getting 240 volts to Whirlpool, two element water heater. No terminals have continuity to ground. Upper 4500 watt element draws between 18 and 19 amps for about a minute and a half. Then circuit breaker trips (thermostat reset does not trip). Upper thermostat shows continuity between 1 and 2, and then 1 and 4, alternately, when I manually turn temp setting dial back and forth from highest and lowest setting. Both elements show the same continuity value--012. Lower thermostat shows continuity no matter where the temp dial is set manually. It is 95 degrees outside of the water heater now. I cannot convince myself that either element or either thermostat is defective. Can you please help me?
