Yes, take her to the ER. Dehydration can be deadly to a child this young and diarrhea causes dehydration.
Doesn't your pediatrician have an emergency 24 hour number to contact him/her? As J9 said, go to the ER.
You have already waited. It is time to take action. Get her to a doctor as soon as you can.
