I don't live in the USA but I want to arrange a bank debit card. Is this possible?

You won't get a bank debit card unless you have a bank in the USA. Your presence is needed to validate a debit card, and produc a PIN to use it. The PIN is completely confidential, and in that case, a bank will not do that for you.
