All the above assumes that this "guest" considers your apartment to be her home - i.e. she receives mail there, has her own key to the apartment, etc. If so - then she is your tenant and to force her out you must follow legal procedures.

However - have you talked to her and or your son-in-law about the situation? Is she aware that you want her out? Perhaps a good meeting of the minds will resolve this without going through legal proceedings - for example perhaps she can move in with her son and your daughter instead of living with you. Or you could let her know that the dogs have to go because the landlord is complaining - and that may be enough for her to go as well.

I would not want to debate "tenant" vs "guest" if I wanted someone out and they didn't want to go. I would follow the law, send the notice, evict the person if she doesn't leave.
