I had surgery on 05-26-13 and I was woundering when can I wash my hand

This is a question for the doctor's office! Call and ask the desk - they may have to ask the doctor or they may have it on the instruction list you should have been given to take home. I can't imagine that you have to wait longer than you have already, 18 days! That sounds too long to me.
