How do I adjust the governor on Briggs & Stratton riding mower model # 400707? A new fuel pump kit and tune-up has been done and engine runs smooth in high speed but lopes in low idle.

That is a sign of a partially clogged slow(low) speed circuit, not the governor. That engine will also do it if the idle is too low(1800 RPM.)
