In some jurisdictions, (states or county, etc) you can simply go to the clerk's office and explain the situation, as I did here in Fla. Go to vehicle registrations and they may ask you to estimate the weight of the trailer and issue a 'title' and registration.

Based on the age you may need nothing. In GA, a home made trailer will be issued a state issued plate. I have made trailers from parts, stamped some numbers on an Aluminum plate, pop riveted it on and they registered it from that.
