Is this too much water or not enough?

Where I am in the Northeast, there is too much rain after an early spring of not enough. It could be either one. It could also be vine borer... you will find the worm in the zukes, or at least tunnels.

Mine haven't started growing zukes yet. I'm going to try training then up onto a cuke fence this year . Previously I used weed cover cloth to keep the plants from direct contact with the soil
