No, this doesn't necessarily mean a c/s. A grade II usually means that the placenta looks a little older than the current gestational age. High lying is a good thing. It means that it is not near the cervical os.
I can't guarantee a vaginal delivery. Never can. What I am saying is that from what you have been told, this does not mean you have to have a c/s.
