On my 2005 Grand Caravan, my doors locks are not working.
I would like to try pulling the IOD fuse, but my hood release is not letting the hood pop up.

Try thumping the hood in the general area of the latch while a helper is pulling the release handle. That usually frees a stuck latch so long as the release cable isn't stretched out.
Once open, spray a lithium lubricant on the latch mechanism and work it in a little so the latch won't stick next time.
