You can set the water temperature at the tankless water heater at a set temperature and then install a MIXING/TEMPERING VALVE and set that to a temperature NOT to exceed a safe temperature (I would think about 90F would be good but double check that, of course)... see image below.
In this case, you would only need to run one pipe with tempered water to each wash station.
This setup would also still allow you to keep hot water set at a proper temperature for hand washing at the bathroom (if present-approx. 112-115F max).

Thanks Mark will this allow the client to just turn on like on lever and the temp be pre set? I know this is confusing but what I want is the clients only to turn a lever or something and have the water come out of the hose at a set temp, I don't want them needing to adjust the water at all. So basically they turn it on and are ready to wet down the dog.
Not at all confusing... I have a dog and wash her at my local dogwash!
Yes, this will do exactly what you want. Your customers will need to run water for a second or two to clear the line of cooled water, but after the cooled water has left the pipe/faucet you will have water coming out at exactly the temperature you set the mixing/tempering valve at. They will NOT need to make adjustments!
