    With the water turned off, why does the outdoor spicket still have water running?
    I have all of the water turned off from the main line. Yet the outside spigot still has a steady flow of water running from it. What could be the problem??

    Where did you shut off the supply? Look at the meter, little red triangle spinning? If you shut the water off at the house supply, it could be leaking. If meter shows no movement, static pressure could still be in the line.
