The bio father has to sign papers. Adoption takes time, has fees, and really requires a lawyer. If the father's mother is sending money, she might be glad to be free of the obligation she feels on behalf of her son, or she might object, and her son might therefore object. You really need to find that out first by asking him.

You are going about it backwards. File for adoption. As part of the adoption, your attorney will seek the father's relinquishment of rights or a court ordered termination of rights. It has to be requested as part of the adoption, not separately.
