I have a 90 chevy kodiac gas motor that will not start it not getting fuel I can put fuel in tbi and it will start. I can hot wire the fuel pump and it will get fuel to the tbi as needed but injectors will not open plus I checked the wiring the fuel pump is only getting 1 volt to it that is why I hot wired it and I checked the wiring to the injectors and they are all hot. Is there something else that controls these other than the ecm because I replaced it and have rechecked it in another truck and is fine

Replacing the Ignition Control Module (ICM) often solves this problem.

I did plus replaced the whole distributer. Just in case it was the pick up
