    I received this communication from Belford University. IS it still a scam?

This further step would ensure acceptance of your degree from Belford University in every walk of life, furthermore the degree you earned through 'Prior Learning Assessment' would be treated as a traditionally earned degree.

    Notice how they don't say who the accrediting organization in the US is - all they say is "by the US authorities," but the US government does not actually accredit universities. The US Dept of Education keeps a list of authorized accrediting agencies, which in turn provide the accreditations for individual schools, but the Dept of Education itself does not do any accrediting. If the school is properly accredited by some organization they would say who that organization is, which would then allow you to check out the claim on the organization's web site.
