I feel a tingling around my pool light. I shut off the breaker but still feel it.

You may have to turn off other breakers to determine the culprit.
Try shutting down all pool equipment.

Easier yet, shut off your main breaker. If you still feel it you may have problems off your property.

Could also be stray voltage from an improperly bonded pool.
