I'm a female that is 17 years of age. The red bumps on my inner thighs are often tender to the touch and painful to shave the hair growing right there. I'm not very big and my thighs do not rub together. I'm currently unsure of what it is or how to get rid of it and it's embarrassing to wear shorts in public.

I think those would be razor bumps. Try shaving your legs a little less, only when you really need to and use soft soap to shave with because it has oil in it and it helps prevent that. Also try a different razor if you have a disposable one, get a Nicer one if you can afford it. Also use baby lotion or an uncented lotion every time after you shave and after you take a shower everyday. I used to have that and it went away when I did these things. Hope it helps!
