I can't understand half of what you write here, but I think you are saying that you moved in to a house that had bugs and your dog had them as well? And you think it's scabies?
Dogs usually have fleas, which are visible around the house as little hopping dark dots.
The scabies mite they get is called mange, and isn't the same as the scabies mite people get. The dog's hair falls out and the skin gets crusty. People get itchy spots usually starting on the stomach and spreading from neck to ankle.
These days there are more and more bedbugs in houses and apartments, regardless of pets.
You need to identify the bug, for starters.

Who is responsible? It's a toss up when a landlord allows pets. You can claim the bugs were there and he can claim you brought them. You need to negotiate.

I doubt that renter's insurance will cover this, but you can try.
