This must be a simple question, but I don't get it. What do you mean 'sand floor getting wet'. If so, would no the option be to cover it up if you don't want it to get wet?

Like is it bad if the floor is wet? I was trying to smooth it out and make it level and it started to rain hard and I tried to cover it as fast as I could but the sand got loose and puddles formed is that bad?

Let it dry out and relevel the base.

Oh, yes, I know what the OP means now, @ma. He is doing the preliminary prep to put in the pool, right ?

Tic, That's my belief. Never know for sure. Look in "cars and trucks" at the truck axle question and try to guess that one!!
