This guy in my class likes me and I sort of like him too. Although if he asks me out my parents won't let me date him (I am not allowed to date). So what do I do?

You tell him you would like to, but your parents don't allow you to date.

We are both 13 but I am not talking like serious dating like going to dinner together or anything just like texting each other and other stuff.

What you call serious dating IS dating. What you are referring to is hanging out and being friends.
