Are you saying that the 2 pole 60 amp breaker "does not" have a white lead?
A) Why are you replacing it with a larger breaker?
B) All GFI breakers do require the line neutral connected. If the breaker does not have a tail then it either requires a jumper wire to the neutral bar (which I have never seen on any GFI breaker), or the tail was cut off and the breaker is useless.
