We rent here in charlotte nc there's a 1/3 of a block wall in between our house we're renting because since we've been living here we see black snakes all the time come onto this vacant lot next to our house and the neighbors of the next door lot doesn't keep the grass cut. The owner hasn't cut grass or been here to his property in over a year and half and the grass is tall and we can't cut there grass no more what can we do is there any laws for a situation like this.

Yes. You can contact your town's Health Dept. They will contact the owner to have them cut the grass. If the owner doesn't do it then the town should do it and bill the owner.
