The electric starter on my gas water heater does not work. Can this unit be replaced with out replacing the entire water heater?

Yes, that is a called a piezo ignitor (in most cases) and can be purchased through the manufacturer or one of its distributers.

I would suggest calling the manufacturer and ask them how to proceed... may even fall under a parts warranty, so be sure to have the model number and the serial number (from the tag on the front/center of heater) handy, just in case!
