?? Convert the two or connect the two.. By your post you have 4 wires. Get a junction box, run the wires in and connect with wire nuts. If you have a green you don't need a bare copper. If you have a bare, connect to green. BTW it is 240VAC.
Please call an electrician for this. PLEASE.
I must echo Stan's suggestion that you contact a licensed electrican.
Please tell me what is a "Hot tube"? I have never heard that term associated with an "Electrical" question. You would have to travel eons back in time to find a tube being used in general electronics any more.
Also, if you are here in the U.S.A. then you have 240 Vac not 220 Vac.
What it sounds like, swag, you have is a 240 Volt 3 wire with ground receptale and you want to connect a 3 wire without ground device to it. It would teally help to know exactly what you are trying to do.
I will have to check my code book, but I believe that if you already have 3 wire with ground installed, the device must be modified (Neutral and ground separated on the decice's connector block and a 3 wire with ground cord and plug installed.
Okay, I found the code cite that I was looking for.
NEC 2008 edition. It is "Equipment connected by cord and plug" Article 250.114 (3)(b).
I am making a guess at what you are connecting (clothes dryer) and that you are using a mounted receptacle that the dryer plugs into.
