Who is going to assist you in training him?
Who will be taking him out to "bathroom?"
Is he a rescue? Are you feeding him what he has been eating?
He's in a new environment. It is not unsual for him to cry.
Did the Vet check turn up anything?
Yes, you should feed him, in fact you should be feeding him at least 3 times a day at this stage in his life. You may have to moisten his food to make it easier for him to eat. You should be feeding the same food the breeder was feeding him. Just add a bit of water, let it sit until it's softened, stir it a bit, and feed. When I have a puppy I use warm water.
He's a very young puppy that's just been taken away from his mother, and his litter mates. He's going to cry for the first few days, maybe even weeks. He needs to get used to his new home, you, the fact that he's alone now. It can take some time. I would highly recommend crate training, that will help ease some of the tension, and it will also make potty training easier.
I have posted potty training tips so many times that I really don't have it in me to post the whole entire thing again. I'll try to find another thread where I, or another dog expert, or poster, has posted potty training tips, and I'll link it here. In fact, there may be a sticky about it.

A new puppy exam is never a bad thing.. it gives you a starting point as far as health goes..
